PRAWA Urges FG to Expedite Implementation of NCoS Act 2019 to Enhance Offender Rehabilitation

Abuja, Sept. 29, 2024 (TheGavel) – The Prisoners’ Rehabilitation and Welfare Action (PRAWA) has called on the Federal Government to hasten the implementation of the Nigerian Correctional Service (NCoS) Act 2019, to improve the correctional system and foster the reformation, rehabilitation, and reintegration of offenders into society.

The Manager of Broadcast and Media Production at PRAWA, Mr. Nnadozie Onwurah, made this appeal in a statement issued on Monday in Abuja. Onwurah emphasized the need for the government to prioritize the implementation of key provisions in the Act, particularly Sections 2(1)(c) and 10(f), which focus on the rehabilitation and reformation of offenders.

The Nigerian Correctional Service (NCoS) Act 2019 aims to promote effective corrections, reformation, and reintegration programs for inmates, ensuring they can re-enter society as productive citizens. The Act mandates implementing policies that enhance the rehabilitation of offenders, moving beyond punitive measures to encourage social reintegration.

Onwurah explained that the proper implementation of the NCoS Act would raise public awareness about the importance of providing ex-offenders with a second chance, fostering community acceptance, and inspiring collective support for their rehabilitation and reintegration.

He highlighted that PRAWA has been actively promoting the Yellow Ribbon Project in Nigeria—an initiative inspired by Singapore’s successful model—through awareness campaigns in states such as Lagos, Enugu, Abia, Kano, and the Federal Capital Territory, Abuja.

“This year, PRAWA is committed to intensifying its programs, especially in support of individuals serving non-custodial sentences. We will also advocate for the effective implementation of Section 44 of the NCoS Act 2019, which addresses funding for non-custodial measures,” Onwurah said.

He further stressed the need to increase partnerships, particularly with private sector organisations, to bolster efforts supporting offender reintegration.

“The Yellow Ribbon Project is a global movement dedicated to supporting individuals as they reintegrate into society after incarceration. It champions the belief that everyone deserves a second chance, regardless of past mistakes,” Onwurah added.

The 2024 edition of the Yellow Ribbon Project, themed “A Nation Beyond Second Chances,” aims to promote a more inclusive society where ex-offenders are given opportunities to redeem themselves and contribute meaningfully to their communities.

Onwurah also called on stakeholders across the criminal justice system—including legislators, the judiciary, the executive, correctional services staff, civil society organisations, and the media—to join efforts in advocating for the challenges faced by ex-offenders and their families, including the need for greater community acceptance.

“Encouraging community participation in supporting rehabilitation and reintegration is vital. Communities must create a welcoming environment for ex-offenders, helping them to overcome societal stigma and barriers to reintegration,” he said.

PRAWA has launched research initiatives aimed at identifying the barriers faced by ex-offenders during reintegration, including mental health challenges and societal stigma. The findings will be used to support informed policy recommendations and advocacy efforts.
